The publishers of Grand Theft Auto III are back with another game geared towards a mature audience. But fans of GTA III should note that while State of Emergency contains adult themes and extremely violent gameplay, that's pretty much where the similarities end. Whereas GTA III was about creating a deep experience unlike any other video game, SOE is a throwback to arcade beat-'em-ups like Smash TV and Double Dragon. However, the game takes the genre to a new level with mind-blowing graphics.

In State of Emergency, you play as one of five selectable characters that's going up against the Corporation--a tyrannical group that has the city in an iron grip. The city is in a state of disarray and the citizens are rebelling. Amazingly, up to 250 characters can riot onscreen at once. It's shocking that the developers were able to render so many moving characters while keeping a smooth frame rate. Basic gameplay consists of picking up numerous weapons and objects to cause as much damage as humanly possible. Providing context to the mindless violence are the revolution and chaos modes. The former is the game's story mode and features more than 175 missions, while the latter is a single-session mode with a few variations.

For the most part, the game is an enjoyable cacophony of senseless violence, but there are some flaws. Although the revolution mode boasts an impressive number of missions, they do get repetitive. The game screams for a multiplayer mode, but it's strictly one player. In spite of these flaws, the game remains addictive and fun. It bears repeating that gamers looking for another GTA III will not find it here: this game provides an arcadelike experience that's excellent, but in a very different way. I originally played State of Emergency three years ago on PS2, and it was quite fun. This game is bloody, explosive, and downright violent... just the way I like it. It's disappointing to see that this game didn't sell as many copies on Xbox as it did on PS2, especially considering the Xbox version comes with exclusive features that were not in the PS2 edition (Up to four players can play simultaneously, 14 new missions, a better Revolution mode, better graphics, and you can put your own tunes in the game).
WHAT THE GAME IS: A mysterious organization has taken over the country and gangs seem to rule it as well. So as part of a resistance group you go out, cause destructive mayhem, kill members of the organization, and complete missions.
GRAPHICS: The game came out on Xbox five years ago, so time has not been kind to it.
MUSIC: There really isn't any, unless you use your own tunes.
SOUND: Glorious explosions, people screaming, windows being broken, car alarms going off, etc.
GAMEPLAY: The gameplay functions well most of the time, but sometimes using a gun can be tricky because of the camera and no reticle onscreen. But throwing grenades, chucking molotov cocktails, shooting grenade launchers, and shooting rocket launchers is awesome and creates devastating destruction that can sometimes level buildings. But if you're going to play this game, play it for multiplayer and Kaos Mode, because Revolution Mode is lackluster and kinda dumb. Also, you're timed on Kaos Mode which doesn't feel right. These are fairly minor complaints when you're mowing down enemies with numerous weapons like guns, swords, axes, etc. or blowing up cars and buildings. You really get wrapped up in this rather fun game.
OVERALL: This game is definitely worth a look, especially if you're a pyromaniac. Blood sprays, bullets fly, and explosions happen like it's World War III, what more could you ask for?
THE GOOD: Tons of destructive mayhem, unlockable characters, lots of weapons, and lots of blood.
THE BAD: Revolution Mode is lackluster and camera gets in the way sometimes.

Avoid this one...I wondered about this game because I saw it cheap in a lot of shops. It looks like it could be interesting & fun. It's just a bunch of chaos. Pointless, random chaos all around you is not fun. Trust me. Whatever the "mission" was at the time, the fact all these mindless "AI" (I use the term "AI" loosly here) are running wild in seemingly infinite numbers ruins the point of gaming. I got rid of it & the folks at the store I took it back to were like "I feel you".

This game is fun not because of the violence or illegal activates going on. Its fun because of the chaos. Hundreds of characters running around and you have to differentiate between friend or foe. Single player forces you to do missions to help the Freedom Fighters liberate the city from the grasp of the Evil Corporation. A few of the missions are repetitive but overall they remain fun and simplistic. Simplicity is one of the most attractive qualities of this game. The controls and game play are easy to pick up. Good thing too because you don't have much time to learn with all the panicked people and looters running around. Multiplayer is loads of fun too. Get three of your friends together and have fun shooting the crap out of each other. But no matter how fun this game is its NOT intended for children. There is a lot of violence and is not intended for children under 17.

THE SHORT: Kill thousands of unarmed civilians (or just the boring "Corporation" to the beat of your own tunes. Fun in short plays, madness with lengthy exposure.

THE LONG: This is about as arcade as stuff gets. Pick one of several cliched but fun characters, go to one of several lively locations, grabe one of a multitude of weapons, and kill. And kill. And kill. You just run around and shoot or swing, and, uh, "try" not to hit any innocents (It's funny that you are penalized for killing them only some of the time, and I swear that the announcer sounds disappointed when he tells you that the penalty phase is beginning).

The game was huge news when it came out in late, if I recall, 2001. It was at first thought to be as good as Grand Theft Auto was, that is until people played it. In fact it's an extremely limited game, consisting of killing, blowing stuff up, or taking on the storyline which consists of those things as well as fetch and escort missions. The latter become tiresome after a while and are frustrating in that failure means repetition until success. So you'll probably spend most of your time playing the mindless "Chaos" or free mode. It all consists of basically trying to complete small objectives within each of the few levels, and there are lots of powerups and weapons to grab.

There are better action games of this nature (Smash TV for example) and better violent games (Manhunt). But if you just want to waste an hour or two seeing how much blood you can spill and how high a score you can rack up, this is a good choice. I don't think the game is really much more than a 2, but I give this version a 3 because of the outstanding ability to listen to your own tunes thanks to the Xbox's hard drive. On the PS2, killing was fun and all, but there's nothing quite like doing it to the strains of "Whiskey in The Jar" by Metallica, "Walk a Crooked Mile" by Motorhead, "Crush 'Em" by Megadeth, or pretty much anything by They Might Be Giants (then again, it's always a good time when they're playing).

Good old mindless shooting and killing, as long as you (A) don't keep at it for too long at a time and (B) most importantly, are a smart enough individual to know that it's a game and something NOT to try at home. Or anywhere else.

FINNALY IM OUTTA SCHOOL AND MY NET IS STILL SCRED UP THOW BUT HERES A GOOD REVEIW! FROM YOUR FAV CHARLIE V1 THOMAS YOU SUCK!
